Find a uniform scale factor from one known measurement to a target measurement.
Calculate the mathematical percentage for uniform enlargement or reduction.
Scale factor equals target measurement divided by original measurement; scale percentage is that factor times 100.
Changing a 90-unit measurement to 99 units gives a factor of 1.1 and a scale of 110%.
Uniform scaling changes every dimension equally. It is not garment grading and does not account for fit, ease, seam allowance or body proportions.
